…but the 21-year-old American, suffering from a badly swollen and bruised ankle after crashing on stage three, struggled through the team time trial and his BMC Racing team would go on to finish tenth.
Team Sky, led here by Juan Antonio Flecha, had been expected to challenge for victory but could only go ninth quickest, 30 seconds off the pace.
Katusha were the surprise package of the day, finishing second, five seconds adrift of Garmin, to move Joaquim Rodriguez up to tenth in the general classification.
Garmin-Barracuda were favourites going into the event and duly produced a winning performance.
The 24-year-old Navardauskus leads the GC by ten seconds ahead of team-mate Tyler Farrar.
Garmin have become team time trial specialists and also won when the discipline featured at last year’s Tour de France.
