Cavendish’s victory was his eighth at the Giro d’Italia.
Geraint Thomas, in the red points jersey after finishing second on stage one, kept a cool head to lead-out Cavendish and rolled across the line in 10th.
Phinney dropped his chain with 8km remaining but chased back to rejoin the peloton and defend his overall lead.
Cavendish’s victory earnt him the points jersey and the admiration of the Giro’s podium girls.
Phinney is the youngest rider since Laurent Fignon in 1982 to wear the Giro’s leader’s jersey.
